A camera joint design team was established by scientific and technological personnel from camera factories and optical instrument production enterprises in Shanghai, Hangzhou, Jiangxi, and other ten regions led by the Hangzhou Camera Research Institute. Si Zhiwu, an engineer from the Dandong Camera Factory Research Institute, had the opportunity to participate in the joint design team's "Phoenix JG301" camera design work, creating conditions for the development of 135 cameras by the Dandong Camera Factory.
In 1983, Dandong Camera Factory decided to develop 135 cameras, and Comrade Si Zhiwu and others conducted market research and prediction. They learned that the mechanical center shutter head up viewfinder 135 camera is extremely popular, such as the Phoenix 205 produced by Jiangxi Optical Instrument Factory and the Dongfeng S-3 head up viewfinder camera produced by Tianjin Camera Factory.
